The urban transformation of Banja Luka, which during the final period of socialism (1975–1990), was guided by the City’s Urban Plan, has proceeded without a clear strategic vision of urban development since the late 1990s. During this period, the city developed according to detailed regulatory plans and was strongly influenced by neoliberal socio-economic processes at both regional and local levels. This paper highlights the role of urban planning, the broader socio-economic and legislative context of urban transformation in post-socialist cities, the negative consequences of investor-driven planning, and the challenges of implementing integrated planning in practice, illustrated by the example of Banja Luka.
