Abstract

The URBACT EU programme launched a special call – URBACT Pioneer Accelerator – for small-scale projects in the Western Balkan cities in early 2025. Niš in Serbia is among the cities selected to implement it in the topic of urban nature. A specific of this URBACT call is its final step – a concrete pilot at local level. In the case of Niš, it is the regeneration of a small-scale green area in one multi-family residential block from socialist era, located in eastern Niš. The creation of the pilot is implemented through urban participation, which is a backbone of all URBACT projects. The aim of this paper is to explain the steps and dynamics of local participation, which a focus on local adaptations in working with different stakeholders and results from this process.
