This paper discusses implementation as a critical phase of urban planning, where adopted policies and planning intentions are translated into spatial and social outcomes. It examines the regeneration of public open space (POS) in inherited large housing estates, exploring the interaction between urban plans, urban design projects, and operational programs. The research is based on a case study of two residential neighbourhoods in the city of Niš, involving an analysis of documents and realized interventions, and a residents’ survey. The findings indicate a program-driven implementation with weak coordination between planning and execution, limited transparency, and marginal citizen involvement, resulting in outcomes misaligned with social and environmental objectives. The paper proposes directions for a more integrated, participatory, and accountable implementation model.
